The city of Waukegan (county seat of Lake County, Illinois), once largely white and working class, has been inundated with Mexicans, legal and illegal, and is now about half Hispanic. Unsurprisingly, crime has soared. Some village board members are backpedaling on the proposal, which would penalize businesses that hire illegal immigrants and landlords who rent to them.
