Right now, they're only using non-violent means (boycott). Once they are in the majority (it only takes 51%, and they're getting there in Waukegan) and can control the city government and police, they will probably use violence, too--and the cops on the beat will have unwritten orders from the higher-ups saying "hands off". Mexicans don't see us as "fellow citizens", they see us as the gringos to be pushed out of the way as they do reconquista. They're going to demand that things are done "their way," which means making life easier for them and harder for us in the areas they influence, and ultimately control.
